General Functions:
Under the direct supervision of National Programme Officer (NPO) and overall supervision of Emergency
Health Officer in Cox’s Bazar, the successful candidate will be responsible for maintaining effective referral
mechanism for ensuring secondary and tertiary level of medical for the displaced Myanmar Nationals as
well as highly vulnerable host populations that are in need of such services through coordinating with IOM
medical teams and collaborating with the Governmental higher level health facilities in Cox’s Bazar and
Chittagong.
The incumbent will be assigned to the following tasks:
1. Being the Focal point person for referral coordination, the major responsibility of the incumbent
would be to implement established Health Referrals, Transfer, Assisted Discharge and return of the
referred patients following standard operating procedures (SOP) in well coordination with different
stakeholders and IOM field health teams
2. Verify availability and functionality of medical instruments and supplies in the ambulances for
emergency support
3. Collaborate with other partner agencies to complement each other in terms of using ambulances for
patient transfer.
4. Support and coordinate the activities of Referral Nurses and Referral Assistant in timely provision
of medical assistance to the referred patients
5. Facilitate administrative approval process for allowing extraordinary or highly expensive
treatment/ interventions required after verification of real need.
6. Prepare financial documentation, assist in preparation of financial and narrative report in relation
to referral support
7. Collect and keep records of all referred cases and analyse those data and use them for
prearrangement or procurement of special care facilities including expensive drugs and/or surgical
interventions.
8. Coordinate with secondary and tertiary level hospitals for smooth and timely management of
patients without unnecessary expensive medication or any form of harassment
9. Undertake regular duty travel and assist the Emergency Health Officer (EHO) and NPO-Health in
planning and undertaking field activities competently
10. Help the medical teams with transportation and ambulance services while providing health
screening and support services for the new arrivals at the reception point in Ukhiya in coordination
with the IOM Health Coordinator in Ukhiya
11. Frequent communication and collaboration with the respective Health Coordinators for necessaryassistance not only for referral services but also for other logistic services as and when required

12. Take part in health coordination meetings in particular UHC monthly coordination and management
meetings, workshops, training events and conferences at the field, district and / or divisional level.
13. Organize and arrange for medical escort assisting sick patient travelling within country or abroad
when required.
14. Receive visitors, book appointments, organize meetings for Health Unit and where appropriate,
workshops and training activities.
15. Support the referral teams in preparing and verifying financial documentation required to support
the referred patients
16. Perform such other duties that may be assigned by the Supervisor.
Education, Experience and Skills:
• University degree or a combination of equivalent training and practical experience in emergency or
Public Health (MPH) interventions
• Good in written communication in English and Bangla
• Computer skills in MS Word, Excel, Power point
• Strong interpersonal skills
• Excellent oral and written communication skills. Demonstrated ability in dealing with people of
various backgrounds, ages, etc; respect for diversity.
• Capacity to work independently and under time constraints. Ability to work effectively and
harmoniously within a team of colleagues from varied cultures and professional backgrounds.
• Minimum four years of experience in public health programmes, preferably with international
organizations.
• Previous experience in hotline, client service or public relations is an advantage. Knowledge and
understanding of computerized information systems Knowledge and experience of working in
public health sector in humanitarian crisis situation will be an added advantage.
• Previous work in Government health system under the Upazila Health System (UHS) will add value
to the position.
• Working experience in Cox’s Bazar district and/or knowledge of the Undocumented Myanmar
Nationals and Rohingya refugees will be a plus.
