Currently, Concern is looking for a suitable candidate for the position of
‘Head of Monitoring, Evaluation and Research’
The Head of Monitoring, Evaluation and Research is responsible for providing strategic guidance and leadership in the development and implementation of the overall Monitoring and Evaluation and Research strategy of Concern in Bangladesh.
Duration of Contract: Five (05) years
Duty Station: Based in Dhaka (with frequent field visits)
Salary & Benefits: BDT 14,49,504.00 – BDT 18,34,092.00 + other admissible benefits (festival bonus, provident fund, gratuity, health and life insurance and outpatient medical)
Major Areas of Responsibility:
Lead Concern’s research agenda in Bangladesh, ensuring that Concern Worldwide is a contributor to the body of research in Bangladesh, generating new insights, providing robust evidence for new innovations, the dynamics of extreme poverty in Bangladesh and changes in the contexts in which we work.
Provide guidance to the M&E team to develop new M&E frameworks appropriate to the contextual programmes, projects, and organizational level and where required; refine existing ones to ensure measuring results in a systematic manner.
Develop and roll out an organisation wide M&E framework linked to the contextual programme frameworks for measuring results at national level as outlined in the Country Strategic Plan (CSP).
Provide oversight and ensure quality and efficiency of Annual outcome monitoring survey design, tool development, data collection, data analysis and reporting.
Ensure that project/programme base line, mid line and end line studies are conducted with sound methodology at project and contextual level, peer reviewed, documented and disseminated as per Concern’s global practices.
Ensure that contextual analysis is conducted and regularly updated as per guidelines, peer reviewed and disseminated.
Lead assessments for new programme design and development and support the programme design team to develop theory of change, result framework/log frame and appropriate indicators with M&E plan.
Lead the M&E and Research unit to improve and enhance the overall organisational capacity and quality of monitoring, evaluation and research of Concern Worldwide in Bangladesh, ensuring that the M&E and Research unit provide skills, knowledge and support to the respective contexts and projects, including emergency responses, for measuring results and delivering impact on poor people’s lives.
As Head of M&E and Research, ensure excellence, best practice, innovative approaches within Concern’s work is captured, promoted and disseminated
To lead the M&E and Research team in a manner that empowers them and contributes to strengthen the M&E and Research capacity within the organisation for bringing about lasting positive change in the lives of beneficiaries. Share best practice within the organisation
Contribute to the process of implementing quality programmes by ensure that the CHS standards of accountability is conceptualized and effectively implemented throughout the organization, and at the country programme level
Key Requirements:
Master’s Degree, preferably in statistics, social science or development studies.
At least 8 years progressively responsible professional work experience at senior level in monitoring, and evaluation within a development organisation/NGO.
Proven experience of leading monitoring, evaluation and learning function of development organisations
Experience of managing a team of highly capable staff independently.
Knowledge of quantitative, qualitative and mixed method monitoring techniques and their application in humanitarian and development programming, with particular emphasis on participatory and community-based monitoring approaches.
Demonstrated experience in setting up and managing Monitoring and Evaluation systems that track performance as per the project and programme results frameworks.
Strong knowledge of programme and project design with experience of developing and working with theory of change, log frames and indicator tracking.
Experience of data collection and processing/analysis, facilitation and interviews with groups and individuals.
Experience designing and leading baselines, midterm reviews, end lines and evaluations of development and humanitarian programmes
Experience in preparing analysis and learning reports, particularly related to analysis of programmes and contextual issues.
Experience in networking and liaison with GoB and NGOs and research institutions
Knowledge and experience of latest developments in a specific sector or approach would be an advantage.
Strong oral and written communication skills in English
International experience would be an advantage.
