Operational Context:
UNHCR works with the Ministry of Health and Family Welfare, Refugee Health Unit (RHU) of the Refugee Relief and Repatriation Commissioner (RRRC), and other partners to strengthen health infrastructure and provide healthcare services to refugees. Priorities within the health response includes improving access to lifesaving and comprehensive primary and secondary health services for crisis-affected populations with special focus on maternal and child health aimed at reducing avoidable morbidity and mortality. An approach of engaging in strategic partnerships, capacity building and employing community-based approaches is at the centre of the programmes. Curative and preventive health services are provided through 22 health facilities supported by UNHCR. A network of Community Health Workers is complementing the facility-based services. Integrated mental health services are provided by trained general health staff, individual counselling is offered through psychologists and trained Rohingya community counsellors. A medical referral system for transporting critically ill refugees to hospital services outside the refugee settlements is covering 50% of the camps.
In response to the COVID-19 Pandemic, UNHCR is upscaling it’s programmes to support the government of Bangladesh in the set-up of an intensive care unit in the district in the district hospital. In addition, UNHCR is establishing two field hospitals for the treatment of severe acute respiratory infections. Engaging communities is the response through the network of Community Health Workers is a further essential area of work in this context which needs to be strengthened.
The Public Health Associate supports UNHCR effort to minimise avoidable mortality and morbidity among population of concern (PoC). The incumbent reports to the Public Health Officer. The Public Health Associate will also follow up with UNHCRs health partners to ensure programmes are implemented in line with the partnership agreement, national and international health standards. The incumbent will be responsible to support the coordination of health activities in the camps as health focal point for several camps. The incumbent will conduct regular meetings with all health partners in the camp and maintain meeting minutes and support the identification of gaps, challenges, possible synergies in the camp and nearby host community in close coordination with camp in-charge (CIC). S/he will coordinate with health, WASH and nutrition partners, and other cross-cutting sectors on assessments, issues of concerns and services’ gaps and challenges at camp and host community levels. S/he will monitor the functionality of the health facilities including referral pathways, share the identified possible alerts, triggers on any multi hazard emergencies with PHO and outbreak response team. The incumbent will support the COVID-19 response at camp level.
