Responsibilities & Context

BACKGROUND INFORMATION:

Nature of the consultancy: Support the Shelter/NFI/LPG unit to ensure quality shelter construction, community mobilization, LPG distribution, and technical follow-up. Category -A.

Project Context and Scope: IOM in Bangladesh works towards enabling better living conditions for the Rohingya Refugees in Cox’s Bazar to promote adequate, socially, and environmentally sustainable shelter and settlement solutions. The Shelter construction, LPG distribution, Community Mobilization, and Technical Follow-up will mainly support IOM’s Shelter/NFI unit in Cox’s Bazar, ensuring the quality and effective monitoring of ongoing innovative shelter solutions, NFI distribution and LPG distribution as alternate cooking fuel in the refugee camps. Under the overall supervision of the Programme Manager (Shelter/NFI) and Programme Officers (Shelter/NFI) and the direct supervision of the Field Assistants, the successful candidate will be responsible for assisting in the implementation of IOM programme activities both in refugee camps and in host communities, with a special focus on Shelter and Non-Food Items (NFI) programmes.

DUTIES AND RESPONSIBILITIES: Category A Consultants – Tasks to be performed under this contract:

• Respond to emergency response activities with shelter/ NFI and LPG activities according to the IOM procedures.
• Provide general assistance in implementing project activities, e.g., data collection (for assessment, project monitoring as post-distribution monitoring), distribution, training, shelter upgrade, quality control of construction materials, and labor monitoring in camps, the host communities, and the Bamboo Treatment Facility.
• Support to facilitate community meetings and other participatory approaches, such as cash for work in relation to site-level care and maintenance activities, focus group discussions, keyinformant interviews, and safety audit/mapping with the supervisor’s instructions.
• Support to produce relevant documentation (attendance sheet, agenda, meeting minutes in English, Bengali, and local language as required).
• Support the IOM Shelter/ NFI and LPG teams in implementing a community-based complaint and feedback mechanism at the camp level.
• Supervise the implementation of construction activities within Shelter/NFI and LPG programmes, and as per technical instructions from the responsible IOM team

• Assist in organizing and ensuring the transportation of shelter materials, NFIs, and LPG cylinders for families identified as extremely vulnerable individuals (EVIs).
• Supervise the implementation of construction activities within Shelter/NFI programs and as per technical instructions from the responsible IOM team.
• Support the daily monitoring of Shelter/NFI and LPG stocks at the construction sites and distribution points and organize and supervise labor teams to load and unload materials.
• Report to the line supervisor at each day’s end with an update on the assigned task.
• Strictly adhering to the IOM Standards of Conduct and PSEA guidelines.
• Perform any other task asked by the supervisor as appropriate
