ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. WASH Sector Coordinator

Reporting to : Field Operations Director (FOD)
Technical Manager : DCD-Programs, and Country Director
Areas of intervention : This postion will lead the WASH Sector as a coordinator in Cox’s Bazar belt in lieu with ISCG by the direct supervision from FOD.
Goal:
On behalf of Action Against Hunger, and in support of the Government, the purpose of these posts is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants at District level for WASH Sector within ISCG as well as District Focal Agency at Cox’s bazar to lead WASH Sector/cluster. This position will stay very closely with FOD to ensure better coordination has been done with several external agencies and ensure positive image of Action Against Hunger (ACF).
TASKS & RESPONSIBILITIES
General Objective 1: On behalf of the ISCG/ WaSH Sector and in collaboration with the DPHE and other partners, the sector coordinator WASH (Action Against Hunger) needs to provide leadership and facilitate the processes that will ensure a well-coordinated, coherent, strategic, and effective WaSH response in a close guidance with FOD:
Activities:
Maintain updated contact information of all/most relevant humanitarian WASH partners
Establish and maintain an appropriate humanitarian coordination mechanism;
Strengthen pre-existing sectoral coordination through increased predictability and accountability;
Build complementarity of partner actions: avoiding duplication and gaps;
Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the cluster and its response;
Effective and comprehensive integration of relevant cross-cutting issues, including age, gender and environment;
Maintain flexibility within the sector/cluster to respond to changes in the operating environment, evolving requirements, capacities and participation;
Effectively use and transfer information to, from and between sector/cluster participants and other stakeholders;
Interact with other sector/clusters (including through inter-sector/cluster coordination fora), humanitarian actors, government counterparts, donors and relevant authorities for operational planning, engagement and active contribution of operational partners;
Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms.
Monitor performance of the core cluster functions within sectoral coordination system.
In between both national and sub-national cluster, the post holder will ensure that there is effective communication, reporting, engagement and coordination between the two levels
General Objective 2: Ensure Core cluster functions in sectoral coordination mechanism system in collaboration with UNICEF and ISCG.
Activities:
Supporting service delivery
Provide a platform to ensure that service delivery is driven by the agreed strategic priorities
Develop mechanisms to eliminate duplication of service delivery
Informing strategic decision-making of the RC/HCT/HoSo/SEG for the humanitarian response
Needs assessment and gap analysis (across other sectors and within the sector)
Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.
Prioritization, grounded in response analysis
Planning and strategy development
Develop sectoral plans, objectives and indicators directly support realization of the RC/HCT/HoSo/SEG strategic priorities
Application and adherence to existing standards and guidelines
Clarify funding requirements, prioritization, and cluster contributions to RC’s overall humanitarian funding considerations (Flash Appeal, CAP, ERF/CHF, CERF)
Advocacy
Identify advocacy concerns to contribute to RC/HCT/HoSo/SEG messaging and action
Undertaking advocacy activities on behalf of sector participants and the affected population
Monitoring and reporting the implementation of the cluster strategy and results; recommending corrective action where necessary
Contingency planning/preparedness for recurrent disasters whenever feasible and relevant.
Accountability to affected populations
1) DEGREE AND SKILLS REQUIRED
Educational / Professional Background:
Advanced university degree or equivalent experience in data science, or geographic sciences/engineering including information technology and statistics.
Experience in conceiving and developing information systems and tools to respond to a variety of requirements
Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation.
Knowledge of Bangla and/or Rohingya/Chittagonian is a big plus.
Formal training on coordination/leadership an advantage
Required Experience:
A minimum of 5-7 years of experience with either the UN and/or NGO. Experience in humanitarian WASH is an asset.
Proven experience in government liaison (line department DPHE), upazila & district level highest authorities, critical relation development with AFD/Army.

3) COMPENSATION PACKAGE:
Monthly Gross Salary: BDT- 2,49,454 (Two Lac Forty Nine Thousand Four Hundred Fifty Four Taka Only)
