ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. ACF is looking for qualified candidate for the positions of:

Senior Officer- Recruitment
Human Resources Department

Job Location : Dhaka-80% & Field 20 % [as per need]
Number of position : 1
Duration of the contract : 12 months (High possibility of extension)
Starting date : ASAP
Reporting to : Deputy Head of Department
Goal:
The staff is responsible to support Action Against Hunger | Action Contre la Faim-Bangladesh Mission’s HR department for smooth operation of Staffs Recruitment, Expatriate Administration. Training and so on including General HR.

Field of activity: Provide support to Capital and Base HR team as per requirement.
Areas of intervention: Responsible for Staffs Recruitment (70%), Expatriate Administration (15%)
Training and General HR tasks (15%)

TASKS & RESPONSIBILITIES

Mission 1: Coordinate recruitment for national staffs Activities:
A) Hiring Process:

Recruitment Requisition Form and Job Description to maintain for all positions.
Prepare job announcements and responsible for job posting, CV sorting and so on.
Schedule recruitment tests and interviews, invite candidates maintain all necessary documentations and liaison with recruiting manager
Represent HR in interview board and incorporate all related scoring for final selection and process hiring.
Ensure staffs joining and related security and HR briefing
Prepare all necessary document as per the organization policy.
Ensure all recruitment and personnel files are complete with necessary follow up.
Maintain necessary liaison with other support departments to ensure the logistical supports (Laptops, seating arrangements, travel issue) for the new comer.
B) Executive support for recruitment:

Regular update of Recruitment Tracker.
Report to Deputy Head of Department-HR for any issues or gridlock of recruitment.
Time to time coordinate with all concern-recruiting managers to understand the need and priority.
Guide HR Assistant as per necessary to ensure recruitment information status are well informed and well maintained.
Actively involved in Recruitment related Audit tasks throughout the year.
Mission 2: Staffs Induction and trainings:

Ensure monthly organization of staffs induction for new joiners
Communicate to the concern departmental staffs for conducting their part in induction.
Able to provide HR induction in capital and Field as per requirement.
Coordinate and organized HR training as and when assigned. Conduct training as resource personnel.
Participate in any HR related training / workshop/ briefing session for Capital / Field staffs.
Mission 3: Ensure Expatriate Timesheets using GTAAB/SAGA HR
Activities:

Responsible to generate Individual Presence Sheet (IPS) for Expatriate on due date.
Maintain necessary communication with Finance and HQ based concern personnel.
Follow up on Expat’s mission end and handle IPS as per given guideline.
Maintain liaison with all expats and do follow up to ensure validation of IPS and submit those to respective Action Against Hunger’s Head Quarter.
Mission 4: Ensure Expat staffs file maintenance and Coordinate various payments for national and expatriate staffs:
Activities:

Prepare payment voucher to pay national staff’s Per Diem and related payment for international travel/ training/workshops and so on.
Process various payments / reimbursement for expatriates travel (BREAK /annual leave/ visa processing/ school fees etc.).
Monthly payment of Per Diem and COLA to the expatriates available both in capital and base offices by maintaining liaison with Finance.
Keep track of expats travel.
Issue No objection certificate to the staffs upon requisition.
Responsible to organize expats’ Personnel File.

Strong flexibility is required in terms of mobility and working hours.
DEGREE AND SKILLS REQUIRED

Educational / Professional Background:

Master/ M.B.A in Human Resources Management
Minimum 3 years of experience in a comparable position. Longer experience could considered in lieu of higher education requirements.
Knowledge of basic HR operations, local labor law & regulations and computer proficiency especially in Advance Excel.
Experience in administration of remuneration and social benefits, payroll and staff administration, recruitment, training are required.
Required Competence & Skills:

Organized with strong prioritization skills
Excellent interpersonal skills
Ability for analytical skills and ability produce clear, concise analysis and draw recommendations would be assets.
Good command of English (spoken and written)
Advanced computer and software skills, especially Excel and familiarity with of web based recruitment, payroll software etc.
An excellent network among human resource professionals and related services industries; training, mentoring, counselling etc.
COMPENSATION PACKAGE:

Monthly Gross Salary: 54096 BDT
