Specialist, WASH (Contractual); Humanitarian Crisis Management Project (HCMP)
Job Description/Responsibilities:
Contribute towards the promotion and adherence to BRAC Purpose, Core Values and Operating Principles.
Ensure compliance with regulations, codes, and technical standards of the country.
Ensure that the programme designed are implemented in accountability manners which takes into account and mitigates environmental impacts, natural hazard risks and water/land right issues.
Undertake all activities in accordance with internal management systems, operating procedures and policies, and monitor field-based work to maintain compliance.
Ensure the project team are conducting the activities as planned
Ensure the assessment are conducted in coordinated manner and as per direction of WASH team
Initiate the coordination structures with the camp where information flow is maintained in accountable basis
Ensure designs are implemented as planned and implement Sanitation and Hygiene related program in community and institutions
Perform technical assessments and support households on facilities site selection and construction
Design water supply system or rehabilitation schemes wherever necessary.
Prepare water source protection schemes wherever necessary in consideration of ecology and natural disasters
Provide capacity strengthening trainings and workshops to staff, masons and ensure knowledge transfer
Identify community needs and resources available using agreed assessment tools
Establish and organize regular supervision and monitoring plan/framework with regular updating of the planned versus achieved from office to the deep field level and held responsible what happening in the field
As requested participate in sector meetings and evaluations with other agencies and government departments working in the WASH sector and advocate to ensure integration between water, sanitation and health sectors in accordance with the WASH strategy
Participate in project evaluations and assist in the analysis of results to assess project impact and effective use of resources
Implement design and system modifications as appropriate for the continual improvement of the programme in terms of design, methodology and implementation to ensure quality projects are delivered to the communities
Assist the Team lead in managing detailed sector budgets in accordance with funding grants being implemented in fulfilment of funding specified activities, outputs and objectives
Assist the Team lead in monitoring sector expenditure, understanding variances and taking corrective actions through tracking the expenditures and adapting the procurement plan
Keep the grant budgets tracked and updated with very strict follow up of any over/underspent
Provide supervision, guidance and monitoring of WASH field personnel through setup of task and close monitoring and be first line responsible for the field team
Ensure that staff understand their individual and collective responsibilities for safety and wellbeing
Ensure BRAC performance management system is effectively implemented with objective setting to the staff as per organigram
Assist the team lead to identify key lessons learnt from project reviews and evaluations and submit brief reports to ensure knowledge sharing
Work with the other partners to improve the coordination and keep the meeting minutes recorded and filed
Establish networking with communities and ensure their participation in the project implementation is well maintained
Communicate and get approval from the sector lead for issues need decisions
Ensure all the achievement data are consistence with the work plan
Archive and back up all the information related to the project and keep them accessible while you are away
Share the technical Plans and tasks with the specific support unit to ensure the project harmony and be the only responsible for the work quality
Develop and maintain an effective filing system for storing project documentation and records and project monitoring systems Logistics / Technical Support
Assist in the development of procurement plans for WASH activities and advise WASH team lead and the
Logistics Officer to ensure timely procurement of materials and equipment to the field location in accordance with BRAC Manual for Logistics
Requirements
Educational Requirements:
Bachelor/ Masters from any reputed University with all second class/ division or equivalent GPA/ CGPA in academic examinations. No 3rd division/ class or equivalent CGPA is acceptable
Experience Requirements:
Minimum 10 years of experience in managing WASH programs in emergencies & Development Program is required
Additional Job Requirements:
Strong project cycle management skills, assessments, design, Budgeting,
implementation, monitoring, evaluation, and strategic planning skills
Excellent interpersonal, leadership and staff management & development skills
Strong communication skills in both verbal and written English and Bangla
Computer skills on MS word, Excel, Power point

Able to manage competing priorities and multiple grants
