Job Title : Field Coordinator
Project : SRC supported emergency response and recovery programme for Rohingya population
Reporting : SRC Response and Recovery Manager
Location : Cox’s Bazar with frequent field visits within the district
Duration : 1 year with possibilities of further extension depending on performance and availability of funding.
Background:

The Swiss Red Cross (SRC) is part of the International Red Cross & Red Crescent Movement, the world’s largest humanitarian organization. The movement has three components: the National Societies, the International Federation of Red Cross & Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC).

The Swiss Red Cross has been implementing projects with its national partners to reduce the vulnerability of resource-poor, marginalized communities in Bangladesh since the early 70ies. The focus is on reducing the vulnerability to natural and health hazards especially of poor and disadvantaged people. To address the vulnerability of the disadvantaged and impoverished population, SRC is implementing disaster risk management (DRM) programme in a resilience framework. It is also working in the urban slums to empower the poor communities to receive their entitlement and services from the state and non-state service providers. In Cox’s Bazar, following the massive influx since August 2017, SRC along with its national partner Bangladesh Red Crescent Society (BDRCS) is implementing an integrated health and protection programme in collaboration with the Ministry of Health and the Directorate of General Health Services (DGHS). The primary objective of this effort is to strengthen the capacity of the Host National Society. Assisting the Bangladesh Red Crescent Society (BDRCS) and its branches across the country is an overarching objective of SRC.

In Cox’s Bazar, the SRC is responding through a WASH project in collaboration with German Red Cross (GRC) and BDRCS. Additionally, SRC and BDRCS have established three Primary Health Care Centers with 24/7 delivery services and various other protection, health- and nutrition-related services with the aim to improve the health and well-being of the displaced population and host communities. The three Centers are staffed with medical personnel by the Ministry of Health and Family Welfare and various other development partners, such as ACF, UNFPA, provide services out of these Centers etc. Additionally, the Centers render services to restore family linkages, offer child-friendly space and have outreach activities through community health workers. SRC and BDRCS take the responsibility to coordinate the involved actors working out of these Primary Health Care Centers. SRC and BDRCS in collaboration with the local authorities are also addressing the critical needs of selected host communities in Cox’s Bazar through interventions such as increasing income opportunities, upgrading WASH infrastructure for extremely poor and revitalizing the disaster management committees in the Palongkhali Union of Ukhiya Upazila.

Job purpose

This position will be a part of the Swiss Red Cross (SRC) Bangladesh delegation, based in the sub-office in Cox’s Bazar. The field coordinator will work closely with Red Cross and Red Crescent (RCRC) movement partners and the national society, the Bangladesh Red Crescent Society (BDRCS) and local authorities (district, Upazila, and union). The field coordinator will, therefore, be primarily responsible for coordinating and supporting the efficient and effective implementation of projects supported by the SRC. This will entail developing a participatory implementation plan with the partners and ensuring its timely implementation in compliance with agreed quality standards.

Overall responsibilities:

In coordination with the line manager and implementing partners conduct assessments and gather information as needed for the project implementation or development of new project proposals,
Support project implementation to ensure that the project is delivered on time and by the project documents and the required quality standards,
Supervise the project progress and recommend necessary adjustments where required,
Support supervision and coordination among movement partners and other external stakeholders including but not limited to donors, INGOs, UN agency, clusters and government authorities,
Coordinate field activities with community leaders, local authorities, and other relevant stakeholders on the ground,
Contribute to regular written progress reports with quantitative and qualitative data and organized pictures,
Provide support (including capacity building) to BDRCS and other stakeholders,
Support SRC delegate(s) for humanitarian response in the discharge of their mandate,
Perform other duties as required by the line manager.
Specific Current Responsibilities:

At present, the specific responsibilities will relate to engagement with SRC supported response and recovery work in the context of the Rohingya crisis at Cox Bazar. In line with the overall responsibilities this will involve the following:

Work closely with RCRC movement partners, International Federation of Red Cross and Red Crescent (IFRC) and BDRCS to support the implementation of project interventions and conducting training (e.g., First Aid),
Coordinate and support any assessment/ survey at field level initiated by partner organizations (IFRC, BDRCS, and RCRC movement partners), such as community-based disease surveys,
Extend implementation, coordination and monitoring support to IFRCS/BDRCS in the implementation of Emergency Plan of Action (EPOA) for the migrant population at Cox Bazar,
Provide necessary technical support to partner organization to implement the project as per planning, ensure the quality of work, and monitor the activities of a partner through regular project site visit,
Provide support to the line manager to coordinate and build a strong partnership with the local authorities and implementing partner to implement the host community interventions timely,
Provide on-the-job capacity building to BDRCS staff and project team across sectors for strengthening social inclusion and protection in the implementation of the EPOA,
Coordinate and maintain quality services rendered at the three Primary Health Care Centers in collaboration with other partners and external stakeholders,
Support the line manager to prepare progress reports and update the information to Dhaka office on a regular basis (weekly/monthly) and assist partners to develop quality reports for SRC & back donors.

Qualification & Experience:

Masters in Social Science, or Disaster Management, or a related field from any reputed University;
Minimum 5 years of working experience with humanitarian work;
Knowledge of humanitarian context of Bangladesh, emergency response & early recovery program, DRR & CCA work;
Knowledge of national policies, issues and legal frameworks related to disaster response, preparedness and disaster risk management;
Excellent command of English and Bangla language.
Other key requirements:

Excellent interpersonal skills;
Demonstrated ability to work with others in a team environment;
Knowledge of local context;
Excellent communication skills, both verbal and written, in English and Bangla;
Knowledge of Chittagongian will be an asset;
Knowledge of relevant computer packages.
