Emergency Response Business Development Advisor
Rohingya Influx Response
Based at Dhaka with extensive travel to Cox’s Bazar or Cox’s Bazar

Job Summary:
The ER-Business Development Advisor is responsible for managing and coordinating all Cox’s focused grant proposal development and reporting, this done in collaboration with the respective Technical Leads and the Response Manager.
With Support from the country BDM, (s)he is responsible for establishing a funding strategy through internal and external donor mapping, liaison and relation building with potential donor agencies including business intelligence.
Key Responsibilities:
Support the response programme to reach its funding goals in grant acquisition
Take technical leadership on proposal development. Provide coordination, review, revision and consolidation of feedback, proposal-packaging support to proposal development process.
Analyse funding opportunities and provide technical support to programme and operational staff in order to acquire grants meeting goals and objectives of response plan.
Maintain grant tracking data and follow-up an opportunities; supporting business development team at CO in updating GPMT (Grants Pipeline Management Tools).
Prepare and update Track data worksheet on grants acquisitions functions which includes submission timeline and update status on monthly basis.
Manage requests for information and follow up with donor, NO and other stakeholders and respond accordingly.
Support budget development (in coordination with ER Finance and programme staff) for new proposals to ensure alignment with Plan and donor policies and correct costing.
Ensure quality and timely information is fed back to the CMT, IH and NOs for budget and income planning, to agreed Plan processes.
Ensure best practice in proposal design with liaison and coordination with all internal stakeholders and external partners (e.g.: partner CSOs, government counterparts, corporate partners etc.).
Ensure donor and grant information management
Lead donor liaison and tracking of information/intelligence and funding opportunities in donor mapping documents for this response.
Support GAD drafting and management in close cooperation with CO Grants personnel and other relevant departments to analyse grant risks.
Ensure all new refugee crisis funding related grant documentation is correctly filed and maintained in electronic and paper version.
Support program team in the implementation through adjustment/readjustment of activities and requirements.
Ensure donor liaison and representation and build external relationships
Represent the organisation with external donors in order to mobilise resources and build the organisation’s representation.
Maintain good communication and working relationships with NOs, donors and UN bodies working on refugee crisis.
Research new opportunities and build networks to develop access to Refugee Crisis funding.
Support donor mapping and intelligence gathering on opportunities with bilateral, multilateral, corporate and non-governmental donors that meet Plan International Bangladesh’s priorities on refugee crisis funding.
Coordination and information sharing
Help ensure effective co-ordination and information flows with the NO and BCO concerning all Refugee Crisis funding.
Co-ordinate donor visits and facilitate reasonable requests from funding NOs.
Engage in peer organisations, identifying and advising management on consortia opportunities.
Contract management/ Managing Restricted funding
Lead responsibility for negotiating donor contracts favourably in line with Plan standards and agreed principles and coordinate the management of donor relationships for the humanitarian programme.
Ensure sign-off of donor proposals, reports and contracts within delegations and according to agreed Plan processes.
Support capacity building initiatives for programme and operational staff for this response
Strengthen the capacity of programmatic staff in proposal design, and applying donor regulations to proposal design and revisions.
Where appropriate, support the participation and capacity of partner staff to engage in proposal design
Provide technical support to operational staff regarding proposal design and grant regulations as well as donor compliances.
Requirements for this position:
Academic qualification, knowledge and experience
Master’s Degree preferably in Business, Finance, Accounting or other relevant field from a recognized university; with five years’ work experience in similar role.
Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.
Developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan. This includes effective negotiation and representation skills
Working with trustworthiness and integrity and has a clear commitment to Plan's core values and humanitarian principles.
Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.

Knowledge and experience of working with institutional donors such as ECHO, EU, UN, SIDA, DFAT and DFID.

Research and analytical skills along with numeracy, budgetary and financial reporting skills.
Ability to manage a multi task work load and be flexible to altering priorities in order to respond to changing demands and effectively manage own time.
Prior experience of working in greater Chittagong Division and knowing the local language is an advantage.
