Job Summary
In light of the recent Rohingya refugee influx, ActionAid Bangladesh (AAB) has been working in close collaboration with the Government of Bangladesh, and manages two separate camps in the wider Cox’s Bazar region. Through the Accountability in Emergency Response project, the organisation aims to enhance participation of refugees in the humanitarian aid process and hold humanitarian agencies accountable.
The overall objective of Accountability Officer is to ensure that accountability process and system are place into the humanitarian response for Rohingya Refugee. He/She will also be responsible to ensure implementation of accountability tools. The main responsibility of Accountability Officer is to support partner of AAB to implement accountability tools, with initial focus on regularly sharing of relevant and standardized information with AAB management.
Key responsibilities include (not limited to)
Roll out of Accountability mechanism in Rohingya Response programme:
Work closely with programme colleagues to develop feedback and complaint handling mechanism within the community which links to wider M&E processes
Provide technical guidance to young people and partner staff on maintaining standardized information sharing systems, complaint mechanism etc.
Support capacity building of young people and partner staff to operationalize accountability mechanisms within the organization’s wider Rohingya response programme
Regular monitoring and supervision of project activities
Establish clear systems to show the impact of accountability mechanisms put in place
Support fund-raising initiatives under Accountability in Emergencies component of the organization
Engagement of community youth:
Identify key young women and men who are in existing structures
Establish groups, and mobilize young people to lead project specific activities
Support ongoing community engagement activities involving young people
Communication and Reporting:
Document good practices, lessons and challenges and communicate as appropriate
Develop case studies and a clearly documented evidence base on the impacts of our accountability work
Generate progress reports on a weekly and monthly basis or as per requirement of donor and AAB management
Any other tasks delegated by the Line Manager which is jointly agreed
Active participation in different coordination mechanism in emergency, including UN Clusters/Sectors and NGO coordination mechanism
Relationships
S/he will be reportable to Manager – Disaster Risk Reduction and Climate Justice with day to day regular communication with Senior Officer-MEA. S/he will also work in close collaboration with AAB’s Youth Programme team. S/he is expected to maintain functional relationship with his/her peers in team, priority and project management team. S/he must be able to communicate with other teams and units, both programme and function.
Required Educational Qualifications and Experience
A university degree, preferably a graduate degree in relevant subject areas under social science, Development studies. Experience working within the humanitarian context as well as with young people will be considered favorably.
At least 2 years or more of sound experience in working in the disaster and humanitarian field especially in emergency response, recovery program, and worked in humanitarian context of Bangladesh.
Required Competencies
Technical
Must have oral communication skills using local dialect of Cox’s Bazar and Chittagong
Excellent demonstrable knowledge of humanitarian accountability standards
Experience of managing compliance with humanitarian accountability standards
Experience of mobilizing and engaging with young people in communities, and understanding of current youth sector trends in protracted crises
A commitment to the importance of accountability to rights-holders and transparency in humanitarian response
knowledge and understanding on humanitarian response standards and coordination sectors and actors, like SPHERE Standards, Core Humanitarian Standard(CHS)
General
Understanding of and commitment to women’s rights and cultural sensitivity
Demonstrated competence skills in report writing and record keeping in English and Bangla.
Ability to work under extreme pressure in emergency response project and meeting deadlines.
