Technical Advisor- Monitoring, Evaluation, Accountability & Learning (1), Rohingya Response (Re advertisement)
The role:
The overall responsibility of Technical Advisor- Monitoring, Evaluation, Accountability & Learning (MEAL) is to provide strong strategic direction and oversight of SCI's Rohingya Response approach to MEAL across different sectors. The post holder will provide technical support to the MEAL team to ensure continuous improvement of existing MEAL system. S/he will also provide necessary support to the MEAL team and sector teams for designing, planning and managing high quality, utilization-focused assessments, evaluations, and other studies, in line with donor and internal requirements.
As a member of the Program Development & Quality (PDQ) Team, s/he will lead the evaluation of prioritized aspect of this response program; ensure MEAL inputs to proposals as well as contribution from MEAL perspective on donor reports as well as award kick off and close out meetings; support the Accountability sub-team to manage and continue to enhance the Accountability system.
With a direct report to the DTL PDQ, the role will be also responsible for leading the integration of Core Humanitarian Standard (CHS) commitments and indicators into current MEAL tools and techniques as well as ensuring that lessons learnt of the response are consistent with the Rohingya Response Learning Agenda. Other responsibilities include capacity building of MEAL staff; support the sector TAs, MEAL team and program teams to develop and roll out the Quality Benchmarks through context-appropriate and uphold the significance of MEAL for improving program quality. The role includes line management responsibility and will be expected to work outside the normal role profile.
Qualifications and experience:
7 years’ experience of working in MEAL with a significant experience as MEAL lead; experience in humanitarian context is preferred.
Hands on experience and expertise in leading the design and implementation of Response-level MEAL systems that incorporate multiple sectors and Awards, including Accountability systems
Strong skills in quantitative and qualitative data collection, processing, analysis and reporting, including participatory approaches (ideally to include child participatory approaches)
Experience of commissioning and managing/designing and implementing evaluations in humanitarian contexts
Experience of designing and facilitating learning initiatives as well as analyzing complex data; proficiency on different analytical software e.g. Excel/SPSS/STATA;
Ability to work both in an advisory and a hands on implementation capacity
Proven capacity to supervise, train, mentor and coach staff
Experience of contributing to successful funding proposals and donor reports
Ability to work in a challenging environment, maintain a positive team dynamic, excellent interpersonal-communication skill and ability to represent the organization effectively in external forums
A high level of written and spoken English
Master’s Degree, preferably in Economics/Development Studies/Anthropology/Statistics or any other relevant subject of Social Sciences
Contract length: 12 months with possibility of extension
