General Functions:
Under the overall supervision of the WASH Programme manager and direct supervision of National
Programme Officer (WASH), the successful candidate will be responsible and accountable for overseeing
Water Sanitation and Hygiene (WASH) infrastructure construction, technical guidance to field engineers
and implementing partners (IP) and identifying potential vendors to carry out IOM construction works in
Cox’s Bazar district. This position will mostly focus on the operation, maintenance and management of a
water supply network serving approximately 30,000 beneficiaries including monitoring of residual chlorine
and faecal coliform. This position is based in Ukhiya and requires extensive field movement.
The incumbent will be assigned to inter alia, the following tasks:
1. Oversee the daily operation and maintenance of the water supply network, to ensure that the system is
running as per all relevant guidance and standards. Analyse performance and provide technical designs
for any maintenance or upgrades as required.
2. Supervise technicians, partners and volunteers working on all aspects of the system operation. Also
provide technical guidance to help develop their capacities.
3. Support in developing and implementing a monitoring and evaluation mechanism for the system, as
well as provide timely reporting on the system functionality and related activities, as needed.
4. Provide technical support to develop WASH strategies and methodologies for the implementation of the
Project activities in close coordination with the NPO;
5. Assist NPO in developing plan of action to facilitate timely and successful implementation of WASH
activities in the project area according to IOM Standard Operating Procedures.
6. Support the identification of implementing partners, service provider/vendor and support NPO and
Resource Management Unit for necessary financial and contractual issues.
7. In coordination with CiC and camp focal agency, promote participation of beneficiary communities in
the programme implementation and their commitment for future maintenance.
8. Interpret WASH related data, specifically regarding water quality surveillance as appropriate.
9. Lead regular field visits to project sites for monitoring progress of activities, verify quality of work and
provide regular feedback to the service providers/vendors as required and advice for corrective
measures to field engineers and IP.
10. Maintain effective collaboration with DHPE at upazila level, Local administration, CiC and other relevant
stakeholders to achieve programme objectives.

11. Update the project achievement database, capture GPS coordinates and photographs at completion
stage, prepare and settle bills for each contract in coordination with procurement/finance unit.
12. Ensure that project technical records are prepared and maintained as per IOM and Government of
Bangladesh guidelines.
13. Participate in regular coordination meetings of the government, WASH sector and IOM as required.
14. Perform such other duties that may be assigned by the Programme Manager.
Education, Experience and Skills:
• Completed university degree in Civil Engineering, environmental science; or
• Any other degree in relevant field from an accredited academic institution with at least two years’
experience in managing medium to large scale WASH intervention and community-based projects and
working with local communities including corporations and other national entities.
• Working experience on project management with international humanitarian organizations, non-
government organizations in a multi-cultural setting is an advantage
• Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility,
experience in working effectively and harmoniously with colleagues from varied cultures and
professional backgrounds at all levels
• Demonstrated ability to work well under pressure to meet deadlines
• Strong coordination, monitoring and evaluation, analytical, project development, liaison and reporting
skills;
• Excellent drafting and communication skills in Bangla and English is essential.
