The Assistant Site Management Officer is supervised by the Senior Site Management Officer and performs a variety of functions related to supporting the management and coordination of humanitarian activities in the camps and the engagement of refugees in governance structures. The supervisor defines general work objectives and provides necessary advice and guidance. The Associate Site Management Officer develops weekly and monthly work plans and take necessary initiatives.

The role of Assistant Site Management Officer is to support on camp and site management activities in the camps, under Area of Responsibility (AoR), where UNHCR has the responsibility for site management. S/He will work with the Senior Site Management Officer to provide on-site support to the CICs in the management of refugee sites.

The humanitarian needs of the large camp-based population, combined with the difficult conditions in the camps and the significant number of organizations providing assistance, reinforces the need for effective Camp Coordination and Camp Management (CCCM). The Site management associate will require dynamic and field oriented skills, good inter-personal and communication skills along other competencies and skills to engage with partners in addressing needs gaps and challenges of large populations. A background in CCCM training and experience will be highly desirable.

Accountability

Effective coordination mechanism and tools are established and maintained with all stakeholders ensuring timely and effective needs assessment, appropriate planning, implementations and reporting.
Responsibility

In coordination with SM Partners, support the CiC with the establishment of an efficient and transparent coordination system in refugee sites; systems for coordinating service provision, site monitoring, and other related activities.
Collaborate with all stakeholders to ensure roles and responsibilities of all actors (CiC, humanitarian, local authorities, refugee representatives, etc.) in the site are understood.

Support the implementation of camp management monitoring tools to ensure that services provided are according to established emergency standards and to ensure implementation of care and maintenance activities
Ensure transparent and appropriate information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
Advocate that service providers have adapted programs to ensure accessibility and considered persons with specific needs.
Promote community participation in care and maintenance activities in the site.
In collaboration with CBP ensure participation of the site population in site activities with particular emphasis or meaningful inclusion of women, children, elderly and persons with specific needs.
Support, in collaboration with CBP the setting up of legitimate participatory camp committees.
Mediate and resolve misunderstandings between local authority, counterparts, partners, stakeholders and populations of concern.
Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
Act as interpreter when required.
Support capacity building activities.
Undertake other relevant duties as required.
Authority

Represent UNHCR in the field and in meetings with local authorities and in camp coordination structures
Collaborate, coordinate with Partners and stakeholders.

When in the field, negotiate with local authorities, partners and population of concern for the day-to-day application of site monitoring tools and other items necessary for the support to camp CiCs.
Essential Minimum Qualifications and Experience:

Excellent knowledge of English language (spoken, written and read). Undergraduate degree (equivalent of a BA/BS) in Law, Humanities, technical disciplines (Engineering, Sciences) and a minimum of 1 year of relevant work experience. Graduate degree (equivalent of a Master’s) or Doctorate degree (equivalent of a PhD) may also be accepted.
Demonstrated skills and experience in coordination and in project management at the field level.
Excellent knowledge of English, knowledge of local language.
Desirable Qualifications & Competencies:

Completion of specific training relevant to functions of the position.
Computer skills.
Knowledge of UNHCR protection procedures and processes.
Knowledge of UNHCR the specific Rohingya refugee crisis.
Knowledge of local institutions.
