ORGANIZATIONAL CONTEXT
This job is in Cox’s Bazar Office and reports to a more Senior International HR Officer.
Job holders are likely to be working under the supervision of a more experienced staff member, receiving guidance and regular feedback on work performed. They support the collation, maintenance, analysis and reporting of information to maximise the effectiveness of HR services.
JOB PURPOSE
To support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.
The Human Resources Officer will have independent responsibility for technical, specialized work including planning, organization and coordination, and setting objectives. She/he will deal with a variety of complex issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. Job holders have a level of expertise and knowledge to adapt and develop systems and processes in order to continually improve the level of support provided. She/he is expected to motivate and develop a team of support staff and/or are responsible for specialized support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes
KEY ACCOUNTABILITIES (not all-inclusive)
The incumbent will co-ordinate and deliver a full range of HR services, partnering with managers to ensure accurate implementation of WFP policies and procedures, response to Cox’s Bazar office priorities and facilitate the effective functioning of a client-focused and partnership HR services.
Support and deliver onboarding activities to ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization;
Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high calibre workforce to deliver the business strategy;
Support for organizational design activities that enable management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
The incumbent will align job requirements to ensure consistency with WFP job profile, work with the line manager, management and/or HR Business Partners in the duty station (Cox’s Bazar) and Country Office Dhaka to ensure that a robust specification is available for communication to prospects and to aid in shortlisting.
Conduct straight forward data analysis under close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements
Coordinate talent management, from contracting to onboarding process;
Coordinate annual talent review exercises;
Participate in execution of actions and extraction of periodic reports from the HR Information Management Systems
Support management & administration of consultancy and short term professional staff;
Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders;
Any other duties as may be assigned by the supervisor from time to time

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Human Resource Management, Public or Business Administration.
Experience: A minimum of five (5) years of relevant working experience in Human Resources management and development, administration, gained from reputable organizations with an interest in international humanitarian development
Knowledge & Skills:
•Proficiency in both oral and written English is essential;
Knowledge and experience using MS applications.
Ability to maintain confidentiality is a must.
Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience;
Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries;
Ability to develop and maintain relationships with a wide range of individuals in order to provide a high-quality support service;
Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports for supervisor(s);
Ability to monitor and record personnel files and documentation in an organised manner and in line with compliance standards
Ability to work in a team, flexibility in accepting work assignments outside normal desk description;
Innovative skills and commitment to support WFP Bangladesh in achieving gender parity among the national staff in all functions, levels and locations
Fluency in English and Bangla (both oral and written) is required.
