Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President’s Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for suitable Bangladeshi nationals’ for German Red Cross (GRC) supported Forecast based Financing (FbF) Project. Details of the position are as under:

Purpose of the position:

The overall responsibility of the Project Support Officer of the Forecast based Financing (FbF) Projects to ensure implementation of activities set out in the project proposal. S/ He will support BDRCS DRM and GRC FbF teams to implement project activities and will strengthen the capacity of DRM in terms of FbF implementation. This position will act as the link between all relevant FbF stakeholders at the field-level and responsible for coordination with the BDRCS Unit Level Officers (ULO) and the District, Upazilla & local administration for timely implementation of project activities. Project Support Officer will strengthen the FbF project through direct support to the Coordinator (BDRCS-FbF Project) and to other actors within and outside BDRCS. S/He will ensure active participation of all relevant stakeholders and organize & facilitate workshops, meetings, trainings as well as supervise the work of the BDRCS volunteers. Project Support Officer is expected to travel to the field to support project activities when required, especially during the cyclone and flooding season.

Specific duties and responsibilities in technical matters:

    • Implementation of FbF project activities in consultation with the FbF Project Coordinator, BDRCS. These project activities can include:
    • Carrying out secondary research on past cyclone and flood impact for the development of the Early Action Protocol.
    • Carrying out secondary research on suitable early actions for cyclones and floods for the development of the Early Action Protocol.
    • Verify and align research results with the national humanitarian coordination bodies, such as the Food Security Cluster, the Cash Working Group, as well as with BDRCS internal coordination bodies, such as the BDRCS Cash Working Group.
    • Organizing and facilitating trainings, workshops at District, Upazilla, Union, and Community level on First Aid, Search and Rescue, DRR, FbF, and others as necessary.
    • Work with the District, Upazilla, and Union Disaster Management Committee, as well as community members to collect field-level data on hazard impact, early actions and others for developing the Early Action Protocol for cyclones and floods.
    • Prepare guidelines for RCYs and provide training on how to collect field-level data on impact, early action, beneficiary selection, and post-distribution assessments.
  • Provide training to RCYs on the use of smart phones for data collection via ODK software;
  • Organize and facilitate simulations on cash distribution.
  • Inform regularly and effectively the BDRCS Chittagong Unit management on the FbF progress (plan of activities, achievements, challenges and actions taken to overcome the challenges).
  • Regular visit to the project areas for implementation of project activities, provide necessary support and guidance the  volunteer to implement the project activities.
  • Prepare regular progress reports and submit to FbF Project Coordinator, BDRCS.
  • Perform any other duty as assigned by supervisors.

Specific duties and responsibilities in coordination matters:

    •  Develop and maintain close coordination with BDRCS Unit Offices and BDRCS Departments within HQ, local government and other stakeholders where appropriate.
    • Maintain an open and mutually supportive working relationship with supervisors and other staff.
  • Assist in the collaboration with respective unit of BDRCS and other Movement Partners.
  • Draft activity reports and ensure that all reports are delivered on time and in the correct format.
  • Assist in the communication with local communities on introduction of new activities and approaches.
  • Follow up on the activities in the area of DRR, CCA and other programmatic areas that are of concern to GRC, of other actors in the field.

Person Specification
Education/ Qualifications Required Preferred
Post Graduate (Masters) in Social Science, Disaster Management, Development Studies, Geography and Environment or other relevant discipline.

Experience

 

 

Minimum of 5 years work experience in a related field

Experience of working within the RC/RC Movement

Experience of working with ARC GIS and Remote Sensing

Experience of working in rural areas

Skills/Knowledge

 

 

Valid driving licence for motorbikes

Sound interpersonal and organizational skills

Demonstrated leadership skills

Fluent in English and Bangla in speaking and writing

High level of attention to details in all aspects of work responsibilities

Training and presentation skill

Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards (e.g. SPHERE, RBA, HAP)
